Birmingham High Street Signage Regulations 2024
Installing a new shop sign in Birmingham? Before you manufacture or install, you must ensure your signage complies with the Birmingham City Council's planning regulations and the Town and Country Planning (Control of Advertisements) Regulations.
When Do You Need Advertising Consent?
In the UK, outdoor signage is considered an "advertisement" under planning law. You generally need Advertisement Consent from Birmingham City Council unless your sign falls under "Deemed Consent."
Deemed Consent (No App Needed)
Typically applies to unilluminated signs under 0.3 square meters on the premises of the business, provided they do not project significantly over the highway.
Express Consent Required
Required for illuminated signs, signs projecting over the pavement, signs larger than standard limits, or signs above ground-floor level.
Illuminated Signage Rules
Illuminated signs (like LED lightboxes or halo-lit 3D letters) are heavily regulated to prevent light pollution and traffic hazards.
- Static vs Flashing: Flashing or moving lights are almost never permitted on standard high streets.
- Luminance Levels: The brightness must not exceed the Institute of Lighting Professionals (ILP) guidelines for the specific zone (e.g., city center vs residential).
- Conservation Areas: If your business is in a conservation area (e.g., the Jewellery Quarter, Bournville, or Digbeth), internally illuminated box signs are generally unacceptable. You will likely need to use externally illuminated traditional signs or halo-lit individual letters.
Projecting Signs (Hanging Signs)
Projecting signs are excellent for foot traffic visibility but must meet strict safety criteria:
- Clearance: There must be a minimum clearance of 2.4 meters (or 2.6m on cycle routes) from the pavement to the bottom of the sign.
- Projection Limit: The sign must not project more than 1 meter from the building face, or closer than 0.5 meters to the edge of the road.
- Quantity: Usually, only one projecting sign is permitted per shopfront.
Conservation Areas and Listed Buildings
Birmingham has 30 conservation areas. If your premises is in one of these areas, or is a Listed Building, standard signage rules do not apply. You will need Listed Building Consent in addition to Advertisement Consent.
Best Practices for Conservation Areas:
- Use traditional materials (timber, metal, glass).
- Avoid large, glossy acrylic fascias.
- Use hand-painted signs or individually mounted solid letters.
- Keep lighting external and discreet (e.g., slimline trough lights).
